Integrated Collection In Support of WMD Elimination Operations

Challenge

The U.S. military has been ordered to “systematically locate, characterize, secure, disable or destroy a state or non-state actor’s WMD programs and related capabilities in hostile or uncertain environments.” A comprehensive review by the executive branch concluded that there was limited “actionable intelligence on specific sites for elimination” and recommended to “improve intelligence gathering regarding state and non-state WMD proliferation and development.”

Solution

WSG designed and implemented training on an integrated approach to counterproliferation collection operations. Subject matter experts from multiple collection disciplines were put into structured teams and cross-trained to conduct counterproliferation intelligence gathering as well as preparation of the battlefield (CP-IPB) in support of WMD elimination operations. This approach is applicable to state programs as well non-state actors that attempt to illegally acquire a completed weapon or develop their own weapons through research and development.

Results

The U.S. military’s capability to collect actionable intelligence on proliferation and development of weapons has been significantly improved. Areas once defined as “limited” now can be collected and acted upon within short time spans. CP-IPB operations increase mission success and reduce risks to operational counterproliferation and counterterrorism teams.
